Rapid urbanization and increasing population have created various civic problems such as potholes, garbage overflow, drainage blockage, water leakage, damaged streetlights, and poor road conditions. Traditional complaint management systems mainly depend on manual processes, making them slow, inefficient, and less transparent. Citizens often face difficulties in reporting issues and tracking complaint status, while authorities struggle to manage complaints effectively. To overcome these challenges, this research proposes a Community Civic Issues Reporting Web Application that provides a smart and user-friendly digital platform for reporting civic complaints.
Introduction

The proposed web application provides a digital platform that enables citizens to submit complaints, track complaint status in real time, and contribute suggestions for community development.
A key feature of the system is its geo-location and map-based complaint reporting, which helps authorities accurately identify issue locations and respond more efficiently. The platform also includes a centralized administrative dashboard that supports complaint management, assignment, status updates, analytics, monitoring, and report generation. Built using modern web technologies such as React, Node.js, Express.js, and MongoDB, the system aims to enhance transparency, improve public service delivery, reduce paperwork, and support smart city initiatives.
The literature review highlights previous civic complaint systems developed between 2018 and 2021. While these systems introduced digital complaint registration, workflow automation, image-based reporting, and simplified user interfaces, they often lacked features such as real-time tracking, geo-location support, multimedia integration, analytics, and transparency. The proposed 2025 system addresses these limitations by integrating complaint registration, real-time status monitoring, location-based reporting, multimedia handling, analytics dashboards, administrative oversight, and citizen participation features into a unified platform.
The study identifies several shortcomings of existing civic issue management systems, including:

Minimal community participation opportunities.
Absence of mechanisms for citizens to contribute to development planning and decision-making.
To overcome these challenges, the proposed system aims to provide:

Voting mechanisms to prioritize development projects democratically.

Administrators: Complaint management and monitoring dashboard.
Enhanced data security and authorized access management.
