The transition from education to productive employment is still difficult for a substantial proportion of young people, making skill development a major component of India’s employment and human-capital strategy. The current study is more concerned with the effectiveness of government skill development initiatives in improving the employability of youth in Delhi National Capital Region (NCR). There is special focus on training quality, relevance to industry, acquisition of digital and technical skills, development of soft skills, certification, assistance with placement and employment results. A mixed-method research design was used, which included a structured survey of 300 young beneficiaries of government-supported skill programs and semi-structured interviews of 20 trainees, trainers and program functionaries. Quantitative data were analysed by frequencies, percentages, means, standard deviation, Pearson correlation, chi-square tests and multiple regression. Qualitative evidence was analysed thematically. The findings of the illustrative study show that government skill programs have a positive contribution to technical competence, confidence, communication skills and job readiness. In total, 61.3% of respondents were working or self-employed after the training, compared to 31.0% before the training. Employability outcomes were significant predictors of the quality of training, relevance to industry and support in placement. Ongoing challenges included inadequate placement follow-up, mismatch between training and available jobs, entry-level salaries, and uneven employer linkages. The research finds that government skill development initiatives can improve youth employability but their effect is largely dependent on labour-market alignment, practical exposure, employer participation and effective post-training support.
Introduction
The text examines the impact of government-sponsored skill-development programmes on youth employability in Delhi NCR, focusing on whether training improves technical, digital, communication, interpersonal, and job-readiness skills.
Background: India’s large youth population creates both an employment challenge and an opportunity for economic growth. Rapid digitalization, automation, and changing business models have increased the need for technical, digital, behavioural, and transferable skills.
Government initiatives: The study discusses programmes such as Skill India, PMKVY, National Apprenticeship Promotion Scheme (PM-NAPS), Jan Shikshan Sansthan, and Industrial Training Institutes (ITIs). These programmes aim to provide industry-relevant training, apprenticeships, digital skills, certification, and better connections between training and employment.
Research setting: Delhi NCR—including Delhi, Noida/Greater Noida, Ghaziabad, Gurugram, and Faridabad—is an important region because of its diverse labour market covering IT, manufacturing, healthcare, retail, hospitality, logistics, finance, and e-commerce.
Research objectives: The study aims to:
Assess the effectiveness of government skill-development programmes in improving youth employability.
Examine improvements in technical, digital, communication, interpersonal, and job-readiness skills.
Analyze how training quality, industry relevance, practical exposure, and placement support influence employability.
Research design: A mixed-method approach was used, combining quantitative and qualitative data. The quantitative study included 300 youth aged 18–29, while 20 trainees, trainers, placement staff, and programme administrators participated in qualitative interviews.
Measurement: A structured questionnaire used a five-point Likert scale to assess training quality, industry relevance, skill improvement, placement support, and employability. The overall questionnaire showed strong reliability with a Cronbach’s alpha of 0.89.
Major findings on training effectiveness: Participants generally viewed the programmes positively, with an overall mean score of 3.80/5. The strongest improvements were reported in:

Digital competencies (3.91)
However, placement assistance (3.42) and post-training follow-up (3.31) received the lowest ratings.
Employment outcomes: Before training, 69% of respondents were unemployed. After training, unemployment fell to 38.7%, while wage/salaried employment increased from 24% to 51%. Self-employment also increased from 7% to 10.3%. This suggests a substantial improvement in labour-market participation following training.
Factors influencing employability: All major factors showed statistically significant positive relationships with employability. Industry relevance had the strongest correlation (r = .67), followed by placement support (r = .63) and training quality (r = .61).
Regression results: The model explained approximately 61% of the variation in employability. Industry relevance was the strongest predictor (β = .29), followed by placement support (β = .25) and training quality (β = .23). This demonstrates that simply participating in training is not enough; the training must match actual employer and occupational requirements.
Certification and employment: The chi-square test showed a significant association between successful certification and post-training employment (χ² = 18.64, p < .001). However, the study appropriately notes that this association does not prove that training alone caused employment because the research design is observational.
Qualitative findings: Participants reported greater confidence, job readiness, interview preparedness, and occupational ability after training. Practical training was particularly valued because it helped participants connect theoretical knowledge with workplace requirements.
Conclusion
The study highlights that the government skill development programs can significantly contribute to improving the employability of the youth in Delhi NCR. The findings showed that program beneficiaries experienced positive improvements in their technical competence, communication skills, digital skills, self-confidence and job readiness. The improved employment status after training shows the ability of skill programs to help people to transition from unemployment to economic activity.
But the study also finds that training isn’t a guarantee of employment. The link between skill development and employability is mediated through relevance of training to demand in industry, practical exposure, employer engagement, placement support, local employment opportunities and quality of job.
The strongest predictor of employability was the strength of the industry, suggesting that governments should focus on demand-driven training and not just increasing the volume of training. Placement assistance also emerged as one of the comparatively weaker aspects as well as a critical factor as identified by the respondents.
As such, government policy on skills development should gradually move from the perspective of training and certification to a skills-to-jobs transition and sustainable employment perspective. Continuous labour market mapping, industry engagement, apprenticeships, digital skills, soft skills development, career counselling and systematic post training tracking can do a lot in improving program outcomes.
To summarise, initiatives like Skill India and PMKVY provide an important institutional platform to augment India’s human capital. However, in the final analysis, their long-term effectiveness must be judged not by the number of persons who are certified, but by the extent to which the beneficiaries are able to find relevant, productive and sustainable employment and opportunities for career advancement.
