Information and Communication Technology (ICT) acts as a transformative tool for rural women entrepreneurs by boosting income, enhancing skills, and expanding market access through digital banking, social media marketing, and mobile technology. Studies indicate that ICT adoption leads to increased confidence, better decision-making capabilities, and improved socio-economic status. Despite barriers like limited digital literacy and infrastructure, ICT empowers women to overcome traditional social Methodology. The study employs a descriptive research design of quantitative approach. The primary focus is on understanding how digital platforms influence rural women entrepreneurs, their literacy levels, challenges, and outcomes.
While the integration of ICT has successfully turned localized, small-scale crafts or farming initiatives into profitable digital enterprises, a significant gap remains. The gender digital divide driven by lower literacy rates among women in rural areas, lack of physical infrastructure, and cultural resistance means that millions of women are still left in the dark.
Introduction
This study examines how Information and Communication Technology (ICT) can empower rural women entrepreneurs in Mathura, Uttar Pradesh, by improving their access to markets, digital payments, knowledge, business opportunities, and financial services.
ICT tools such as smartphones, mobile internet, UPI, WhatsApp, social media, e-commerce, and digital banking can help rural women overcome traditional barriers such as geographic isolation, limited market access, restricted mobility, lack of financial resources, and patriarchal social norms.
Objectives
The study aims to:
Measure smartphone and digital-payment adoption among rural women entrepreneurs in Govardhan, Chaumuha, and Farah.
Examine the effect of ICT on income growth and business expansion.
Assess ICT's impact on both economic empowerment and social empowerment, including decision-making and independence.
Identify barriers such as poor connectivity, digital illiteracy, affordability, and social restrictions.
Examine how financial institutions and government programs can improve ICT access.
Literature Findings
Previous studies generally show that ICT can:
Improve access to markets, information, education, and government services.
Increase women's financial independence and business opportunities.
Improve self-confidence, decision-making, and social participation.
Enable direct communication with customers and suppliers through platforms such as WhatsApp.
Support digital entrepreneurship and rural business growth.
However, the literature also identifies the continuing digital gender divide, caused by limited device ownership, poor infrastructure, low digital literacy, affordability problems, and cultural barriers.
Methodology
The study uses a mixed-methods approach, combining:
Structured questionnaires to measure digital adoption, income changes, digital literacy, and empowerment.
Qualitative interviews to understand women's experiences and socio-cultural challenges.
The research focuses on demographic characteristics, use of digital tools, training, perceived usefulness, business outcomes, and empowerment.

2. Digital literacy barriers
Limited ability to use advanced digital business tools.
Language and interface difficulties.
Lack of specialized training in digital marketing, inventory management, accounting, and e-commerce.
Dependence on male family members or local digital-service centres to conduct online activities.
3. Social barriers
Male family members may receive priority for access to phones.
Women face significant domestic and caregiving responsibilities.
Patriarchal norms can restrict mobility, market access, and participation in digital networks.
Recommendations
The study recommends:
Expanding affordable broadband and mobile connectivity in rural areas.
Providing vernacular-language digital literacy and entrepreneurship training.
Integrating ICT training into self-help groups and government skill programs.
Establishing community-level digital training centres or boot camps.
Encouraging public-private partnerships to improve access to devices and digital services.
Providing training in digital marketing, e-commerce, online accounting, and inventory management.
Developing voice-assisted applications in Hindi for semi-literate entrepreneurs.
Increasing awareness of initiatives such as Mahila E-Haat and the National Rural Livelihoods Mission (NRLM).
Strengthening cybersecurity awareness to increase confidence in digital payments.
Conclusion
ICT is a vital instrument for elevating the socio-economic status of rural women entrepreneurs. It provides the necessary tools for economic independence and fosters social empowerment by connecting women to the broader economy. While challenges in infrastructure and literacy persist, fostering an environment of digital inclusivity is essential to fully realize the potential of women in rural entrepreneurship.
